Meet the Staff
Chief Richard B. Wilson
Richard B. Wilson is Fire Chief for the Allegheny County Airport Authority. He oversees the operations of the Fire Rescue Department, which consists of fire fighters, fire officers, and administrative staff. In addition to the operational responsibilities of the Fire Rescue Department, he manages the FAA Regional Fire Training Facility at Pittsburgh International Airport.
Richard attended City College of Chicago while a member of the United States Air Force with concentration in Fire Science. He is a AAAE Certified Master Fire Fighter and holds an adult trainer certification as a nationally certified Fire Instructor I, Fire Officer II and in addition to a number of other national certifications. As a Pennsylvania State Fire Academy instructor, Richard conducts a number of courses in-house, in the local community and nationally. He has also completed numerous train-the-trainer programs relating to airport operations, aircraft rescue and fire fighting as well as general training certifications. |

Deputy Chief Brian Colella
Brian Colella is the Deputy Chief of the Allegheny County Airport Authority Fire Department. In his position, Brian helps oversee the operation of the Fire Rescue Department, which consists of fire fighters, fire officers, and administrative staff. Brian has been a staff instructor at the FAA’s Regional Aircraft Rescue Fire Fighting Training Facility since it opened in 1999.
Brian has over 25 years of fire service experience and training. As a Pennsylvania State Fire Instructor since 1986, he has delivered a variety of fire and emergency services training programs to organizations throughout Western Pennsylvania. He is a nationally certified Firefighter II, Fire Officer II, Fire Instructor II, and certified Airport Firefighter.
Brian has written a number of articles for fire service trade journals. He feels that a realistic and challenging training program is essential for the success of any emergency services organization.
Brian holds a Bachelor’s Degree from Youngstown State University.

Deputy Chief Tim Holmes
Tim Holmes is a Deputy Chief of the Allegheny County Airport Authority. In his position, Tim helps to oversee the operation of the Fire Rescue Department which consists of Fire Fighters, Fire Officers and administrative staff. Tim has over 18 years of fire and emergency service experience.
In addition to other certifications and accomplishments, Tim is a Pennsylvania State Fire Suppression Instructor, Fire Fighter II, Fire Instructor I, Pennsylvania Department of Health Paramedic, Hazmat Tech and Certified Airport Fire Fighter. |

Jeanine A. Harkins
Jeanine Harkins is the Administration Support Assistant for the Fire Rescue Department of the Allegheny County Airport Authority. In her position, Jeanine assists Fire Chief Richard Wilson and his administration with various administrative duties including scheduling meetings, payroll, budgeting, scheduling training as well as overall coordination of events held at the FAA’s Regional Aircraft Rescue Fire Fighting Training Facility including Basic and Advanced ARFF classes sponsored by AAAE.
Jeanine has over 20 years of administrative experience and is a graduate of Bradford Business School. |

Fire Fighter Tom Bonura
Tom has been a fire fighter with the ACAA-FR department since 2001.
Tom has been in the fire service for 17 years. He graduated from Edinboro University in 1999 with a degree in criminal justice and fire investigation.
Tom also is a member of the Allegheny County Fire academy, and has been teaching the essential programs, ensuring that new firefighters in western Pennsylvania, understand the fire service, and safety issues pertaining to today’s fire fighters.
Tom is a State Fire suppression instructor. He is nationally registered Firefighter 1, 2, Fire Instructor 1, along with Fire Officer 1 and 2. He is also an assistant instructor at the Pennsylvania State Fire Academy.

Fire Fighter Jack Balkovec
Jack Balkovec is a Fire Fighter for the Allegheny County Airport Authority. Jack has been a member of Fire Rescue at the airport since 1999, and has been working as an instructor at the Fire Training Facility since 2003, as well as an instructor at the Allegheny County Fire Academy.
Jack is a State Fire Suppression Instructor, Nationally registered Firefighter I, Firefighter II, Fire instructor I and Fire Officer 1.
Jack has been an assistant with the development and continual improvement process of the Allegheny County Airport Authority’s Training Plan since 2005.

Lieutenant Demari Garth
Demari Garth is a Fire Lieutenant for the Allegheny County Airport Authority. Demari leads the B – Platoon, supervising 13 firefighters during their daily routine at the fire station and directs Fire/Rescue activities at emergency scenes. He provides continuous guidance, training and counseling to co-workers in accordance with departmental policies.
Demari is a Pennsylvania State Fire Academy Suppression Instructor, teaching courses at various levels; from station training, local level training programs, county fire academies, and state and national certification coursework. As an instructor, Demari has conducted practical exercises and live fire training for programs including but not limited to our AAAE ARFF basic and advanced courses, practical training/burn sessions for both AAB’s and ACFR’s, ARFF 40-hour course, structural burn sessions, Hazardous-Materials response/operations, engine company courses, and vehicle fires/other emergencies training. Demari is most proud of the training he has done for private companies and industrial site response teams and lastly, serving as an evaluator for nationally recognized fire/emergency service certifications.

Lieutenant Matt Eicher
Matt started his career with the Allegheny County Airport Authority Fire Department in 2001 as a Fire Fighter, but has since been promoted to Lieutenant. As a Pennsylvania State Fire Instructor, he has taught and evaluated programs throughout the State. Matt also serves as a Rescue Specialist with the FEMA PA Urban Search & Rescue Strike Team.
Matt has undergraduate degrees from Northwestern, Community College of Allegheny County, and Robert Morris University, in addition to a Masters Degree in Public Management from Carnegie Mellon University. Matt is also a 2009 graduate of the Fire & Rescue Management Institute at the University of North Carolina in Charlotte and is currently enrolled in the Executive Fire Officer Program at the National Fire Academy.
Matt is nationally registered as a Fire Fighter 2, Fire Officer 2, Fire Instructor 2, Hazardous Materials, Airport Fire Fighter, and an ARFF Certified Fire Fighter through the American Association of Airport Executives.

Fire Fighter Guido Girimonti
Guido Girimonti is a Fire Fighter for the Allegheny County Airport Authority Fire Rescue Department. Guido has 27 years experience as a firefighter and has been a member of Fire Rescue department at the airport for 11 years. Guido is a suppression instructor at the ARFF Training Facility for 10 years and an EMT/Paramedic with 22 years experience.
Guido is a PA State Fire Suppression Instructor, Paramedic/EMT Instructor, ICS 100-200-300-400-700-800 Instructor, and an instructor for the National Near Miss Program. He also holds certifications as a Fire Fighter I, Fire Fighter II, and Instructor 1. Guido is an Adjunct Instructor, with the Pennsylvania State Fire Academy located in Lewistown, PA, under the Department of Homeland Security.
Guido is an active member of HHS/ NDMS (National Disaster Medical Services) that is based in Frederick, Maryland. He presently serves as a Deputy Logistics Chief. Guido has responded to numerous disasters. A few of the situations he has to his credit are 911 Ground Zero, St Louis Blackout, Wilma, Bonnie, Katrina, Rita hurricanes, Red River floods, and he has just returned from a lengthy tour in Haiti.
Guido is currently working on his BS Fire Science degree. He is presently in his senior term through Columbia Southern University.

Fire Fighter Brad Kaiser
Brad Kaiser is a Fire Fighter for the Allegheny County Airport Authority. Brad has been a member of Fire Rescue at the airport since March 1999, and has been working as an instructor at the Fire Training Facility since 2007, as well as an instructor at the Allegheny County Fire Academy. Brad also has been a Paramedic for 17 years.
Brad is a State Fire Suppression Instructor, PA Department of Health EMT Instructor. He is also a Firefighter I, Firefighter II, and Fire Instructor I.

Fire Fighter Brian Nolan
Brian has been a member of Fire Rescue at the airport since September 2001, and has been working as an instructor at the Fire Training Facility since 2003, as well as an instructor at the Allegheny County Fire Academy. Brian also has 23 years experience as an inspection mechanic, school bus mechanic, and school bus driver. Also 28 years as a small equipment mechanic.
Brian is a State Fire Suppression Instructor, EVOC Instructor, PA DOT School Bus Driving Instructor, PA Department of Health EMT, Nationally registered Firefighter I, Firefighter II, Fire Instructor I, and Fire Instructor II.

Fire Fighter Eric Wissner
Eric just recently became a member of the ACAA-FR department in January 2008.
Eric obtained a bachelors degree from Penn State University in Information Systems. He has over 21 years of fire service experience and training and is an instructor for the Allegheny county fire academy. Eric has delivered fire service training to individual firefighters as well as organizations throughout western Pennsylvania and the Eastern provinces of Canada.
Eric is a State Fire suppression instructor, Nationally registered Firefighter 1, 2 and Fire Instructor 1.
